This past week, the Lawyers Hub and the Africa AI Policy Lab hosted the 2nd Edition of the Africa AI Governance Summit in New York. By convening during the High-Level Week of the 81st United Nations General Assembly, we placed African AI priorities directly in front of the political principals who must adopt, fund, and defend these positions globally. It was a deliberate move to ensure that as global AI rules are drafted, African voices are holding the pen.

Our week began on Sunday, September 20, with a multistakeholder dinner that connected researchers, founders, and policymakers. This set a collaborative tone for our main discussions on Tuesday, September 22, at The Resident's Lounge.

The Gap Between Strategy and Implementation

The main summit kicked off with Adam Lederer presenting the Africa AI Governance Index (You can explore and access the full report here) The data revealed a stark reality: while many African nations are drafting AI strategies, there is a critical gap when it comes to implementation. This disparity underscores an urgent need for digital sovereignty—ensuring the continent controls its own compute, data, and infrastructure.

"A Seat is Not a Voice"

Ambassador Muhammadou M.O. Kah, Permanent Representative of The Gambia to the UN, delivered a powerful keynote address. He warned that AI is the new frontier of geopolitics. His message was clear: Africa must act as a co-architect of the global AI ecosystem. We must not repeat historical patterns by simply exporting our raw data only to import finished, foreign intelligence.

The Geopolitical Future of AI in Africa

In our first panel, experts dissected what alignment with the EU, China, or the US truly commits African states to. Dr. Alison Gillwald (Nelson Mandela School of Governance) strongly advocated for a pan-African, evidence-based policy response rather than blindly adopting foreign frameworks. Stefaan Verhulst (The GovLab) challenged attendees to focus on the purpose of data via the "100 Questions Initiative," reminding us that governing data supply is useless if we do not know what questions we are trying to answer.

Centering the Builders

Our final panel shifted focus to the innovators. Oswald Osaretin Guobadia (DigitA) highlighted that solid policy is the necessary driver for capital deployment and building local data infrastructure. Anie Akpe (African Women in Technology) stressed the urgency of moving beyond basic AI training to secure practical job placements. Churchill Otieno (The African Editors Forum) warned against "epistemic erosion" and championed the Afrofrequency initiative.

Kenya's Data Commissioner, Immaculate Kassait, perfectly summarized the summit's ethos from the audience, emphasizing the absolute necessity of a unified African voice and the power of "co-creation" on the global stage.

The 2nd Africa AI Governance Summit proved that Africa is not a bystander in the AI revolution.
